Litt, F.R.S.C., was born in Quebec on 18 March, 1905, the son of Loring Woart and Ernestine Valiant (Gale). Dr. Bailey received his Bachelor of Arts degree in 1927 from the University of New Brunswick and completed his Master of Arts (1929) and Doctorate (1934) degrees at the University of Toronto, with specialization in ethno-history and aboriginal culture. He was awarded a Royal Society of Canada Fellowship for Research in 1934 to study at the School of Economics and Political Science at the University of London. Following completion of his studies abroad, Dr. Bailey was awarded a Carnegie grant to study British and continental museum administration. From 1935-1938, Dr. Bailey worked as assistant director and associate curator at the New Brunswick Museum in Saint John. The provincial government funded a chair in history at the University of New Brunswick in 1938, and Dr. Bailey served as the first head of the UNB History Department from 1938-1969. Dr. Bailey's literary interests led to the founding of the Bliss Carman Society in 1940 and to his co-founding of The Fiddlehead, Canada's oldest literary magazine, in 1945. From 1946-1959, Dr. Bailey served as Honorary Librarian and Chief Executive Officer of the UNB Library. He worked closely with Lord Beaverbrook during the construction of the wing for the Bonar Law-Bennett Library, which opened in 1951, and Lord Beaverbrook frequently sought Dr. Bailey's advice on books which he purchased or donated to the library. In addition to his activities as poet, teacher, and librarian, Dr.Bailey served in a variety of administrative positions during a period in which Canadian universities were experiencing rapid growth and were moving towards increased democratization within their governing structures. Dr. Bailey was appointed the first Dean of Arts at UNB and served in this office from 1946-1964, and from 1965-1969, he served as Vice President (Academic) at UNB. Dr. Bailey retired from UNB in 1970 and was appointed Professor Emeritus. Dr. Bailey has written several books of poetry and scholarly historical and anthropological works. His publications include Songs of the Saguenay and other poems (1927); Tao: A Ryerson Poetry Chap Book (1930); The Conflict of European and Eastern Algonkian Culture 1504-1700: A Study in Canadian Civilization (1937; 1969); Border River (1952); Culture and Nationality: Essays (1972); Thanks for a Drowned Island (1973); Miramichi Lightning (1981); and The Letters of James and Ellen Robb: Portrait of a Fredericton Family in Early Victorian Times (1983). He also served as an editor for the standard Canadian literary reference work, The Literary History of Canada. Administrative History of UNB during Dr. Bailey's Tenure The University of New Brunswick experienced rapid growth during Dr. Bailey's affiliation with the institution from 1938- 1970, and he played a pivotal role in many of these developments. The end of the Second World War spurred a period of growth in 1945- 46 with the influx of veterans into UNB. UNB President Milton F. Gregg converted the training centre located on what is now the Fredericton Exhibition grounds into Alexander College to accommodate the increase in student enrolment at UNB. The federal and provincial governments also increased their support for higher education following the war, which precipitated unprecedented growth during the nineteen fifties. New buildings were added to the campus and academic programs were expanded through the strengthening of existing departments and the establishment of new faculties and departments. Further developments within the university were made possible through the generosity of UNB's Chancellor and chief benefactor, Lord Beaverbrook. He financed the construction of several new buildings, including the gymnasium, the Lady Beaverbrook Residence, and an addition to the Bonar Law-Bennett Library in 1951. Together with Dr. Bailey, he built up the research collection in the library and thus provided a key impetus for the expansion of graduate studies at the university. UNB experienced further growth under the direction of Colin B. Mackay, President of the university from 1953-1969. To accommodate the financial needs generated by a period of rapid expansionism, Mackay orchestrated successful fund-raising campaigns with the assistance of K.C. Irving and Lord Beaverbrook. During the nineteen sixties, several studies on Canadian universities were written which recognized the need to democratize the governing structures of universities and to expand faculty and student participation in the decision-making process. Dr. Bailey became actively involved in the restructuring of the university as head of the Commission on the Future of the University during the mid-sixties. UNB did not remain immune to the growing radical student democracy movements active in the United States during the Vietnam War, and Dr. Bailey served as Vice-President (Academic) during the "Strax Affair" student demonstrations of 1968-1969. Custodial History These papers were donated to the UNB Archives and Special Collections Department by Dr. Bailey, beginning in 1969. Up until 1994, Dr. Bailey continued to add new material periodically to the fonds. It is anticipated that further accruals will be minimal. The bulk of the material was arranged in cases before being donated to the UNB Archives. Recent donations of material which were received without formal arrangement were organized into files and cases in August, 1994, and were incorporated into the already established series for the fonds. Scope and Contents The fonds consists of 15 metres (112 cases and 2 boxes of tapes) of textual records and other material, including 35 reel-to- reel tapes, ca. 5 coloured photographs* and ca. 65 black and white photographs*, ca. 20 postcards, 2 glass plates*, 1 coloured map, 1 rock, and sets of blueprints. Some materials date back to the early nineteenth century, although the predominant dates for the fonds are 1940-1994. This fonds documents the pivotal role of Dr. Bailey in the history of the University of New Brunswick, and his contributions to the field of Canadian literature and Canadian history and ethno-history. The collection also documents Dr. Bailey's significant impact on the development of higher education in the Atlantic Provinces, and his influence in encouraging the development of a regional library system and a Provincial Archives in New Brunswick. A large portion of this fonds consists of the official records of the various offices which Dr. Bailey held during his long tenure at the University of New Brunswick from 1938-1970. Material relating to Dr. Bailey's extensive literary contributions also forms a significant part of the collection, and includes many of his articles, published and unpublished books and manuscripts, and substantial documentation for his editorial role in the standard Canadian reference work The Literary History of Canada. The fonds also consists of some personal papers of Dr. Bailey, and a small portion of his family's papers. Time and financial constraints necessitated describing this collection at the series level, with file listings. Based upon case and file contents and existing arrangement of materials, the overall fonds has been arranged into 12 series. Many of the series consist of records maintained by Dr. Bailey in the various administrative positions which he held at the University of New Brunswick. The largest series, series 12 - Vice-President (Academic), consists primarily of materials accumulated while Dr. Bailey served as the UNB Vice-President (Academic) from 1965-1969. While Vice-President, Dr. Bailey headed the Bailey Commission on the Future of the University, and series 11: Bailey Commission on the Future of the University, includes the extensive records generated by the activities of the Bailey Commission. Records generated during Dr. Bailey's tenure as Dean of Arts from 1946-1965 are represented in a number of different series, including series 1: Committees, including Faculty Fine Arts Committee and Arts Council; series 2: Arts Faculty; series 5: Graduate Students, and series 6: Library. ________________________________ * All original photographs, negatives, and glass plates found in files have been transferred to Case 114 File 2. Photocopies have been placed in the original files. Correspondence, both personal and business, also comprises a large portion of the Alfred Goldsworthy Bailey Fonds, and is concentrated in three major series, including series 8: Correspondence (Individuals); series 9: Personal Correspondence; and series 10: Beaverbrook Correspondence. Most of the major series also contain large portions of correspondence, and researchers are advised to consult the file listings as well as the three primary correspondence series. Dr. Bailey kept detailed records relating to his activities in various societies and associations, and these files are represented in series 7: Societies, Associations, etc. Two of the series, series 13: Lecture notes and series 14: History 3020 Lectures present an overview of Dr. Bailey the scholar and professor, and contain taped and written lectures presented by Dr. Bailey. Series 3: Literary Works, contains a substantial amount of the published and unpublished works written by and about Dr. Bailey, including poems, scholarly articles and works, and review articles. The final three series, series 4: Miscellaneous; series 15: Photographs, and series 16: Awards, comprise smaller collections of personal materials relating to Dr. Bailey's academic career. The principal documentary forms found within this fonds are personal and business correspondence, telegrams, memoranda, minutes of meetings, poems and manuscripts of books and articles, periodicals, photographs, maps, blueprints, newspaper clippings, new releases, and reports relating to UNB activities and to the operations of the many historical, literary, cultural and academic organizations with which Dr. Bailey was affiliated. The title for the fonds has been supplied based on the contents. Language The majority of records in this fonds are written in English, although there is some French material, and a copy of a Hindu book. Restrictions on Access At Dr. Bailey's request, correspondence with Colin B. Mackay, former President of UNB, will be accessible only with his permission during his lifetime. This affects only a small portion of the collection, and is primarily a courtesy extended to Mackay; denial of access to these files is not anticipated. Access to materials relating to student records and marks will be restricted at the discretion of the University Archivist. Again, this affects only a very small portion of the fonds. Restrictions also apply to the Arts Council minutes. Related Collections The UNB Archives and Special Collections Department contains extensive administrative records for the university, and researchers should consult the staff for assistance with related collections. Of particular note are the Bailey Family Papers, which include material on Dr. A.G. Bailey. An inventory to this collection is located in the UNB Archives and Special Collections department. Series 1 (Case 1) Committees, including Faculty Fine Arts Committee and Arts Council. -- 1956-1958; predominant 1957. -- 12.7 cm (1 case). The Faculty Fine Arts Committee was established in 1956 to promote official recognition of fine arts at the University of New Brunswick and to co-ordinate activities for the Arts Centre. Internal evidence within the series' files traces several name changes for the 1956 Faculty Fine Arts Committee. 1956 minutes reflect a name change to the Art Centre Committee. January, 1957 minutes document a further name change to the Committee for Creative Arts, which also is referred to in later minutes as the Creative Arts Committee, the name by which the committee now is known. Prior to 1952, an Arts Committee consisting of the heads of the Arts Faculty departments existed at the University of New Brunswick, but this committee did not provide all members of the Arts Faculty with an opportunity to take part in discussion of affairs concerning either the Faculty or the University. The revised 1952 University of New Brunswick Act legislated the establishment of a Faculty Council for each faculty of the University of New Brunswick, to consist of the President of the University, the Dean of the Faculty, and the entire teaching faculty. The Arts Council, or Arts Faculty Council's mandate was to consider and report to the University Council upon matters affecting the Arts Faculty, to appoint examiners, and to make recommendations in relation to student applications. The series comprises minutes of meetings, memos, and correspondence relating to the Faculty Fine Arts Committee which document plans for raising the profile of the fine arts on campus. Art exhibits, concerts, special lectures, and the development of a 1957 summer credit course in fine arts highlight the Committee's activities during the mid nineteen-fifties. File three of the series consists of memos, notes, and correspondence discussing topics to be added to the agenda for Arts Council (Arts Faculty Council) meetings, and minutes of the October 3, 1957 meeting of the Arts Council. 1958 synopses of high school curriculums and examinations systems in the Canadian provinces are found within file three of the series, together with a chart outlining the New Brunswick provincial system of education as revised in 1958. Discussion of a 1957 Report to the Directors of the Ontario Association on the Conference of the Ontario Association for Curriculum Development includes the topics of the gifted child, streaming, acceleration and enrichment programs, and the importance of orientation programs for first year university students. Some of the key correspondents within this series include Colin Mackay, Fred Cogswell, and E.D. Maher. No formal arrangement exists for the series, although within files, there often is adherence to rough reverse chronological order. Restricted access applies to the Faculty of Arts Council material. Other material related to the Arts Council in 1969-1970 may be found in Series 12, Vice President (Academic), case 57 files 4-5, and case 84 file 1. Complete Arts Faculty Council minutes also are available in UA RG 70 in the UNB Archives, although access is restricted. The series title is based on the contents of the files. Series 1 File Titles: Case 1 File 1 Art Centre Committee. -- 1956-1957 Case 1 File 2 Fine Arts Committee. -- 1956 Case 1 File 3 Arts Council Agenda. -- 1957-1958; predominant 1957 Series 2 (Cases 2-13) Arts Faculty. -- 1932-1966; predominant 1950-1966 . -- 152.4 cm (12 cases). In 1946, the University of New Brunswick was divided into separate faculties headed by Deans. Dr. Bailey served as the first Dean of Arts from 1946 to 1964 and as the first Head of a separate History Department from 1938 to 1969. This series consists primarily of typescript and handwritten correspondence including application letters for staff positions within the Faculty of Arts. Arts Faculty budgets, departmental statements and reports, curriculum outlines, course outlines and examination papers, departmental requisitions, registration statistics, rules and regulations, Arts Faculty reports and reports and minutes from the Arts Faculty Committee, reports from the Faculty Club and the Registrar, telegrams, invoices, transcripts, and several black and white photographs also form part of the series. As reflected in the material contained in this archival series, Dr. Bailey played an instrumental role in the on-going revision of the Arts Faculty curriculum and in the expansion of humanities and social sciences courses, the establishment of closer links between UNB and the New Brunswick school system, the development of new courses and the expansion of existing programs, and in the building of a strong School of Graduate Studies and the establishment of a research library to support an expanding curriculum. Dr. Bailey was active in expanding the anthropology component of the History Department in 1952, and with the aid of grants from the Carnegie and Rockefeller Foundations, he encouraged the development of New Brunswick studies and the collection and preservation of local materials, thus laying the foundation for the establishment of the UNB Archives and Special Collections Department. The series also contains the 1949 Faculty Arts Report of the Committee on New Courses (Case 10, File 3), which recommended the establishment of a Fine Arts Department, a Department of Music, and a School of Library Science at UNB. The series documents developments within the Department of Education and the establishment of a Business Administration department in 1951. (See Case 10, Files 2 and 4; Case 11, File 5; Case 12, File 1). Dr. Bailey served as a member of the New Brunswick Museum's Advisory Committee to the Department of Canadian History during this time period, and the series also includes several Reports of the Department of Canadian History, submitted by George MacBeath. Among the individuals named in the series are Edward D. Maher, Mary Ellen Milham, Edward M. Bruner, James K. Chapman, J.M.S. Careless, Stephen Patterson, G. Forbes Elliott, and Douglas R. Pullman. Overall arrangement of the series is by key subject groupings such as staff applications, budgets, individual departmental curricula, faculty minutes and faculty regulations. The series title is based on the file contents. This series comprises many of the published and unpublished works written by Dr. Bailey over a seventy-six year time span. Dr. Bailey published 5 volumes of poetry and several books. He also wrote several of the biographies contained in the Dictionary of Canadian Biography, and contributed regular book reviews and articles on Canadian history, literature, culture, and anthropology to various periodicals, including the Dalhousie Review, Queen's Quarterly, Canadian Forum, and the University of Toronto Quarterly. Some of the material is written in French. Included in the series are manuscripts and copies of published book reviews and articles written by and about Dr. Bailey and periodicals containing reviews and articles by Dr. Bailey, including the High School of Quebec Magazine (Case 93) in which he published his first works in the nineteen twenties. Manuscripts of books, lectures on Canadian history, and poems written by Dr. Bailey also form a part of this series. A copy of Dr. Bailey's "Literary Memories" is found in Case 108 file 3, and his personal reminiscences about Lord Beaverbrook are located in Case 95 file 6. Case 95 file 9 includes letters, journal articles, and manuscripts relating to prominent members of Dr. Bailey's family, particularly Professor Loring Woart Bailey and Jacob Whitman Bailey. Materials include correspondence between Loring Woart Bailey and W. Ganong and George Parkin, lectures given by Loring Woart Bailey, and a typescript manuscript of the "Selected Letters of Jacob Whitman Bailey," compiled by Dr. Alfred G. Bailey. Also contained in this series is correspondence, primarily with literary colleagues including Malcolm Ross, Roy Daniells, Elizabeth Brewster, Michael Gnarowski, Carl F. Klinck, and publisher Jack McClelland. Materials relating to Malcolm Ross and his nomination as a Fellow of the Royal Society of Canada are found in Case 95 file 7. A letter written to Dr. Bailey from Elizabeth Brewster (Case 95 file 3) records the history of The Fiddlehead magazine, which was co-founded by Dr. Bailey in 1945. The series also contains photographs, including a glossy photo of Lord Beaverbrook taken from a book (Case 14 file 3), and old photographs, negatives, and glass plates, including an 1863 black and white photo of Professor d'Avray with his daughter and her husband, Loring Bailey Sr. (case 95 file 4). The d'Avray file also contains 2 black and white photographs and one pencil drawing of insects. In 1975, Dr. Bailey received an honourary degree from McGill University, and a copy of his Convocation address, "Towards an Ecumenical Ethnohistory," is located in Case 109, file 1. Other miscellaneous items written by Dr. Bailey include student notebooks from the nineteen twenties, a 1927 diary documenting a journey to Scotland (Case 107 file 1), and a newspaper article written while he was a reporter for the Toronto Mail and Empire. The Founders' Day ceremony, instituted in 1830 by Edwin Jacob, head of King's College*, was an annual celebration in honour of the seven men who signed the 1785 petition which led to the establishment of UNB. Although Encaenia proceedings during the nineteen twenties included an "address in praise of the Founders," formal ceremonial observance of Founders' Day lapsed during the 1860s. Between 1870 and 1913, the PhD degree was offered, but it was not until 1941 that graduate studies began to develop in any systematic way, and in 1951, the practice of offering the doctorate degree resumed. Until 1950, graduate work was administered by a Faculty Committee on Graduate Studies. In 1950, Dr. F.J. Toole was appointed the first Dean of Graduate Studies. Initially, his responsibility extended only to graduate work in the Arts and Sciences, with graduate work in Engineering and Forestry being administered separately by these departments. During the early nineteen sixties, the School of Graduate Studies was reorganized to administer graduate work in all faculties. The School of Graduate Studies is administered by a Dean and an Associate Dean of Graduate Studies in cooperation with an Executive Committee and subcommittees, elected representatives from each Faculty and from the Graduate Students Association. At the departmental level, each department appoints a Director of Graduate Studies. The bulk of the series comprises handwritten and typescript correspondence between Dr. Bailey and various graduate students, particularly from the Department of History, and letters of recommendation written by Dr. Bailey. In 1929, the New Brunswick government gave the University of New Brunswick a $100,000 grant* to construct a library, which was opened in 1931. Rapid increases in enrolment at UNB following the Second World War led to the expansion of programmes and to subsequent demands for new library acquisitions, resulting in overcrowded library conditions. Lord Beaverbrook, UNB's chief benefactor and Chancellor, established a Library Trust Fund in 1948 to finance the construction of a new wing, which opened in 1951. The library was renamed the Bonar Law-Bennett Library, in honour of two New Brunswick-born politicians - Andrew Bonar Law and R.B. Bennett. Lord Beaverbrook donated 50,000 books, including the 12,000 volume Beaverbrook Collection and the collected papers of Bonar-Law and Bennett.** The Bonar-Law papers later were returned to England. Dr. Bailey served as Honourary Librarian of the UNB Library from 1946 to 1959. Documents in this Library series reflect Dr. Bailey's recognition that a research library is the nucleus of a growing university. Under his guidance, the library was staffed by professional librarians and collections development, both current and retrospective, was given high priority. Dr. Bailey also was instrumental in encouraging the development of a regional public library system in New Brunswick, and the development of New Brunswick studies. Throughout his long and distinguished career, Dr. Bailey was affiliated with many organizations and learned societies, both as a member and as an active participant on executives and committees. He was involved in several new groups which were founded during the nineteen forties and fifties, and which grew in national prominence. Interest in the social sciences, the humanities, and the cultural arts within Canada grew during this period, and was further encouraged by the publication of the report of the Massey Royal Commission on National Development in the Arts, Letters, and Sciences in 1950. Dr. Bailey assumed a proactive role in encouraging the development of social sciences and humanities research in Canada. The Canadian Social Science Research Council was established in 1940 to encourage and assist research in the social sciences. During the nineteen forties and fifties, Dr. Bailey served on the Indian Research Committee of the Council. In 1950, the Humanities Research Council, which was founded in 1943, established the broader based Humanities Association of Canada to foster interest in the humanities and to promote effective teaching in languages, literature, history and philosophy. Dr. Bailey served on the Humanities Research Council in 1952 and on its Committee on Grants-in-aid, and was active on the executive of the Humanities Association of Canada in 1957. From 1946-1959, Dr. Bailey served as Honourary Librarian and chief executive officer of the library at the University of New Brunswick. Consequently, he became involved in the Canadian Library Association, and in 1949, he was appointed to the National Library Advisory Committee, which offered advice concerning the building, collections, and services of the new National Library of Canada, which was established by an act of Parliament in 1952. The committee was replaced in 1952 by the National Library Advisory Council, and Dr. Bailey continued to serve on this council throughout the nineteen fifties. The Champlain Society was formed in 1905 with a mandate to publish valuable and inaccessible material relating to the history of Canada. Dr. Bailey was elected to the Society's Council in 1948 and again in 1954. The Canada Foundation was established in 1945 as a non-profit, voluntary association of people interested in fostering the national cultural life of Canada and in promoting public interest in the arts. Dr. Bailey served as a trustee of the Canada Foundation in the early nineteen fifties, and served on its Creative Writing Committee. Established in 1882, the Royal Society of Canada began as a learned society devoted to the reading and discussion of papers to promote arts, literature, and sciences in Canada. Dr. Bailey was elected as a Fellow of the Royal Society of Canada in 1951, and in 1957, he was elected to the committee responsible for selecting new fellows. In 1961, he served on the General Nominating Committee. Dr. Bailey also was active as the New Brunswick representative on the Historic Sites and Monuments Board of Canada from 1950 to 1960. The Board was first established by Order in Council in 1923 to act in an advisory capacity regarding the preservation of historic sites of national interest. The Historic Sites and Monuments Board of Canada was established on a statutory basis on 30 March, 1953. Dr. Bailey also served on the New Brunswick Historic Sites Advisory Board, which was established in 1954 to advise the government on the establishment of historic and anthropological sites and to regulate the granting of permits for excavation or alteration. Dr. Bailey served as assistant director and associate curator at the New Brunswick Museum in Saint John from 1935 to 1938. He maintained close ties with the Museum following his appointment as Head of the Department of History at the University of New Brunswick in 1938. In 1945, he was elected a member of the Advisory Council of the New Brunswick Museum, and during the nineteen fifties, he served on the Supervisory Committee of the Department of Canadian History. The Carnegie Foundation, established by Andrew Carnegie in 1911 for the advancement and diffusion of knowledge among the people of the United States and the British dominions and colonies, provided a large grant to Dr. Bailey to develop anthropological studies at the University of New Brunswick during the nineteen fifties. In 1954, Canadian born Cyrus Eaton, steel and mining magnate and chair of the Board of the Chesapeake and Ohio Railway, converted his ancestral home at Pugwash, Nova Scotia into a thinkers' lodge or vacation place for visiting authors, scholars, and statesmen. In 1958, Dr. Bailey was invited to be a delegate at Cyrus Eaton's Pugwash Conference. Generally, the series comprises correspondence, telegrams, membership cards and forms, newsletters, minutes and agendas of annual meetings, black and white photographs, legislation, newspaper clippings, press releases, blueprints of the Newcastle Town Square, receipts and expense accounts, and a 1951 colour map of Canada. A small portion of the material is written in French. A major portion of the series (cases 22-29) relates to the activities of the Historic Sites and Monuments Board of Canada, particularly during the nineteen fifties. Agendas and minutes for board meetings throughout the nineteen fifties form a part of this series. Also included in the materials are black and white photographs of monuments and plaques, primarily of historic sites and houses which were marked throughout New Brunswick during Dr. Bailey's involvement with the board. Written correspondence documents information about historic sites such as the UNB Old Arts building, the La Coupe dry dock, Campobello Island, and the ancient Indian portage route at Frosty Hollow. "Shadows on the Rock: Willa Cather at Grand Manan," an article written by L.K. Ingersoll, is located in case 23 file 3. A listing of historic sites in New Brunswick is contained in case 29 file 9. Cases 22-29 also contain information about historic sites throughout Canada, including Fort Langley, Fort York, and the Alexander Graham Bell Museum in Baddeck, Nova Scotia. Material related to the Canada Foundation contains correspondence concerning prominent Canadian authors, including Mordecai Richler, Alice Munro, Adele Wiseman, and Eli Mandel, and newspaper articles on Elizabeth Brewster and Fred Cogswell. An unpublished essay on the Canada First Movement leader William Alexander Foster is located in Case 18 file 1. The series also includes annual reports of the Canadian Social Science Research Committee during the nineteen forties and fifties, together with 1949 and 1951 reports of the organization's Indian Affairs Committee, and correspondence with anthropologist T.F. McIlwraith, with whom Dr. Bailey had studied at the University of Toronto. Annual reports of the Champlain Society, ranging from 1907 to 1951, are located in Case 20 file 6, along with minutes of the 1949 council meeting of the society. 1951, 1956 and 1957 minutes of the executive meeting of the Humanities Association of Canada, and the association's 1956 and 1957 annual reports also form a part of this series. A copy of the address "Fiction in the Age of Science," delivered by Canadian author Hugh MacLennan at the first annual meeting of the Humanities Association of Canada at McGill University on 1 June, 1951, is found in case 21 file 10. Activities of the Humanities Research Council are documented in minutes of meetings from 1952 to 1956 and annual reports from 1949-1956. 1953 and 1956 reports of the National Librarian of Canada are found in case 30 file 9. Reports of the New Brunswick Museum's Department of Canadian History from 1953 to 1957, together with 1951-1957 minutes, are found in case 32 file 1. Correspondence, primarily with Dr. John Clarence Webster, a Shediac surgeon and historian, during the late nineteen thirties documents the unrest evident in the New Brunswick Museum during Dr. Bailey's employment, and clashes with the director, William MacIntosh. Royal Society of Canada materials contain by-laws, reports of the council ranging from 1953 to 1960, and materials relating to Malcolm Ross, whom Dr. Bailey nominated as a Fellow in the society. Dr. Bailey served briefly on the New Brunswick Tree Commission until 1959, and documents relating to the commission's activities, primarily centred around combating the dutch elm disease, are located in case 33 file 4. The principal organizer of the papers arranged the bulk of the correspondence into three distinct groupings. The first group of materials contains correspondence which is arranged alphabetically by correspondent, in which separate files are maintained for each individual correspondent, and the cases are labelled as "individual correspondence." A second set of correspondence is labelled as miscellaneous. There are no separate files for each individual correspondent; rather, the letters are arranged in files according to alphabetical order by surname, with the exception of cases 111-112. These cases form a part of the collection which was received by the UNB Archives without any formal arrangement. The correspondence files in cases 111-112 were arranged in chronological order in 1994, with the exception of correspondence between Dr. Bailey and former UNB President Colin B. Mackay, which forms a separate file due to Dr. Bailey's request to restrict access to this personal correspondence with Dr. Mackay. Finally, there is a separate set of correspondence relating to Lord Beaverbrook. Given the physical organization of the Dr. Bailey correspondence material into these three distinct categories, it was decided to treat this material as three separate series rather than combining all correspondence into one large series. In addition to these separate correspondence series, many of the other series also contain substantial correspondence, including case 96 file 7 of the literary works series number 3 and series 7 on societies and organizations. A researcher searching for correspondence between Dr. Bailey and Malcolm Ross, for example, would need to examine other cases in addition to material contained in the distinct correspondence series. Series 8 (Cases 34-38, 56, 86) Correspondence (Individuals). -- 1927-1970. -- 88.9 cm (7 cases). This series consists of typescript and handwritten correspondence. During the nineteen forties and fifties, Dr. Bailey campaigned actively to build up a solid research collection at the University of New Brunswick, particularly in the field of New Brunswick studies. Much of the correspondence in this series documents his efforts to acquire and to preserve materials relating to the province. Correspondence with Whitman Bailey, for example, discusses letters which Bailey is offering for sale for the UNB Archives collection. In correspondence with Premier J.B. McNair and National Librarian and Archivist Dr. Kaye Lamb, Dr. Bailey discusses the microfilming of New Brunswick newspapers. Letters exchanged between Dr. Bailey and Dr. Milton F. Gregg, President of UNB from 1944-1947, discuss library collections and the structure of social sciences at the university. Dr. Bailey was responsible for establishing the first anthropology course taught at UNB in 1941, and in 1953, he secured a large grant from the Carnegie Foundation to establish an anthropology section within the Department of History and to hire the first full-time anthropology professor. Correspondence with University of Toronto anthropologist T.F. McIlwraith and with N.A.M. Mackenize, UNB President from 1940-1944, includes discussions about anthropological research and efforts to establish anthropological studies at UNB, and Dr. Bailey's growing concerns about race relations in Canada. Correspondence with Nova Scotia Provincial Archivist Dr. D.C. Harvey includes material on the mechanics institutes (case 34 file 2). Also included in this series is correspondence with two of the Founders' Day speakers at UNB. The Founders' Day ceremonies celebrated the signing of the petition which led to the establishment of the institution which became the University of New Brunswick. In 1944, J. Bartlett Brebner, professor of history at Columbia University, gave an address on the "Uses and Abuses of History." John Bassett, managing director of the Montreal Gazette, delivered the 1948 Founders' Day address entitled "The Function of the University in the Modern World." Correspondence with Colin B. Mackay, UNB President from 1953- 1969 discusses administrative issues such as promotions and policies, and the anthropology grant of the early nineteen fifties. Other personal correspondence consists of letters of congratulations to Dr. Bailey upon the receipt of various honourary degrees awarded to him, particularly following his retirement in 1970. Dr. Bailey corresponded with many prominent Canadian authors and English literature scholars, including Elizabeth Brewster, Roy Daniells, Ralph Gustafson, Carl F. Klinck, Lorne Pierce, Malcolm Ross, Raymond Souster, F.R. Scott, and A.J.M. Smith. Also included in the series is correspondence with Jack McClelland of McClelland and Stewart Publishing concerning the publication of Dr. Bailey's selected poems, and Frances Halpenny, General Editor of the Dictionary of Canadian Biography, to which Dr. Bailey contributed several biographies. Letters written by Northrop Frye to Carl F. Klink concerning the second edition of the Literary History of Canada also form a part of this series. Following his appointment as Honourary Librarian at UNB from 1946-1959, Dr. Bailey campaigned actively to establish a regional library system in New Brunswick, which he proposed should be affiliated with the university. Although Dr. Bailey's plan was not followed, correspondence contained in case 42 file 2 documents the establishment of this New Brunswick regional library service in 1954. Some of the correspondence in this series documents Dr. Bailey's efforts to build up the UNB archival and library resources on New Brunswick studies, and includes letters to and from Louise Manny of Newcastle, who was an expert in Canadiana. At Dr. Bailey's request, access to the file of personal correspondence with Colin B. Mackay is restricted. More extensive literary materials related to Dr. Bailey are located in series 3. Appointed as university Chancellor in 1947 and as Honourary Chancellor in 1954, Lord Beaverbrook contributed generously not only to the development of the University of New Brunswick, but to the city of Fredericton and to his father's home town of Newcastle, New Brunswick. Among his many contributions were the construction of a men's residence in 1930 and a gymnasium in 1940, and the establishment of graduate scholarships in 1947. His gifts to the city and to the province included construction of the Beaverbrook Art Gallery in 1959 and the establishment of the Playhouse, a cultural centre and theatre. In the late nineteen forties, Beaverbrook established a trust fund to build an addition on to the original UNB Library. As Honourary Librarian and Chief Executive Officer of the Library from 1946-1959, Dr. Bailey became Lord Beaverbrook's close advisor. Lord Beaverbrook took an active interest in the construction of the new library wing, and offered his opinion on every detail of the operation, including the choice of wood and office furniture. He also purchased thousands of new books and archival materials for the library, which was renamed the Bonar Law-Bennett Library in 1951 when the new wing was opened. Dr. Bailey was active in building up the library and archival collections of the university, and with Lord Beaverbrook's financial assistance he was instrumental in transforming the institution into a respected university, with valuable research collections which were able to support graduate studies, particularly in the fields of Canadian history and Canadian literature. The bulk of the series comprises typescript and handwritten correspondence with Dr. Bailey in which Lord Beaverbrook seeks his advice concerning new books which should be purchased for the UNB Library, and manuscripts which should be acquired for the archival collection. Lord Beaverbrook also built up the library collection for the Old Manse Library in Newcastle and for St. Thomas College and the Law Library at UNB, and some of the correspondence documents these efforts. Another key correspondent is Moira Thompson, who was the librarian in charge of the Beaverbrook Collection in the nineteen fifties. The correspondence also includes discussions about central archival collections such as the Bennett and the Winslow papers, and Lord Beaverbrook's efforts to secure Lord Stanmore's papers. Cases 45, 48 and 49 contain documents related to the Beaverbrook Art Gallery, which was opened in 1959. Included in these materials are letters of application and photographs of applicants for the position of curator of the gallery (case 45 file 2), 1959-1961 financial statements (case 49 file 1), a copy of the terms governing the gift of the Beaverbrook Art Gallery to the province of New Brunswick (case 48 file 5), and a 1959 catalogue of the gallery's collections (case 48 file 5). Lord Beaverbrook's intention was to encourage the development of a separate fine arts department at UNB, which would be headed by the curator of the Beaverbrook Art Gallery and affiliated with the UNB Arts Faculty. However, the provincial government interceded, and discouraged the development of a separate Fine Arts department at UNB, because one existed already at Mount Allison University. Correspondence concerning the Playhouse theatre is located in case 49 file 3. Also found within this series are materials related to various Beaverbrook scholarship funds. Case 48 file 2 contains letters of application, transcripts, and photographs of candidates applying for the Beaverbrook Scholarships for the study of historical relations of New Brunswick with the state of Maine. These awards were established by a grant from the Houston Foundation Inc. Beaverbrook Overseas Scholarship applications are located in case 48 file 4. Much of the Lord Beaverbrook correspondence is arranged in files chronologically, although chronological order throughout the series as a whole is not maintained. The rapid expansion in university enrolments fuelled by the post-World War Two veterans' programs continued into the nineteen fifties and sixties. This expansionism necessitated a restructuring of the higher education system throughout Canada. Nationally, the Bladen Commission examined the Financing of Higher Education in Canada. One of the most influential studies was the 1966 Duff and Berdahl report on University Government in Canada, which recommended sweeping reform of the internal government of universities, with greater faculty and student participation. New Brunswick Liberal premier Louis J. Robichaud established the Deutch Royal Commission on Higher Education in New Brunswick in 1961, which established the Saint John campus of the University of New Brunswick and rationalized higher education in the province. In February 1965, University of New Brunswick (UNB) President Colin B. Mackay appointed an 8-person commission, chaired by Vice- President (Academic) Alfred G. Bailey, with a broad mandate "to inquire into all or any matters pertaining to the future development of the university" over a ten-year time span. An earlier Committee on the Effects of Future Enrolment at UNB had existed in 1956, and the Bailey Commission extended the work of this previous panel. Various committees were established by the Commission to address issues relating to terms and conditions of employment, space, relations with the Teachers' College and with St. Thomas University, and to the relationship of the university with the community. The final report of the Bailey Commission, submitted in January, 1967, initiated revision of the UNB Act in 1968, which led to the democratization of the university through faculty representation on the Board of Governors, student representation on the Board and on the Senate, and the emergence of participatory university government. The bulk of the series comprises briefs submitted to the Bailey Commission by individuals, departments, faculties, institutes, alumni, committees, and the Association of University of New Brunswick Teachers (AUNBT). Material relating to a submission by the Bio-Engineering Institute (Case 65 File 9) includes research reports on myo-electric control systems and orthotic systems research. The series also consists of minutes and agendas of Commission meetings, correspondence and memos, draft chapters of the final report, and newsletters. The material contained in this series discusses broad topics related to the University of New Brunswick, including graduate studies, physical facilities, parking problems, residences, athletics, research centres and institutions, UNB's relationship with Teachers' College and St. Thomas University, and the structure of the university government and administration. Departmental reports submitted to the Bailey Commission outline long-range operational goals and often contain historical summaries. A copy of the submission of the Department of History to the Commission on the Future of the University also is located in Case 88. Dr. Bailey served as Vice-President (Academic) at the University of New Brunswick from 1965-1969, during a period of dynamic expansion and radical student activism. Under President Colin B. Mackay, who served from 1953-1969, UNB experienced rapid growth, with the construction of several new buildings and the creation of new faculties, courses, and programs, the construction of a new library, the development of research centres, and the expansion of graduate studies. The cultural life of the university also was enhanced through the appointment of resident writers, musicians and artists. Politically, the university underwent rapid transformation following the passage of a new UNB Act in 1968, which lead to a major reorganization of administrative structures and brought increased student and faculty participation in university politics. The bulk of this series comprises office files which were generated by Dr. Bailey during his term as Vice-President (Academic). Included are memos and correspondence, letters of application and curriculum vitaes, nineteen sixties agendas and minutes of meetings of departments and university governing bodies, review articles, newsletters and offprints, financial reports, and general reports of departments, faculties, and organizations affiliated with the university or with secondary education. These files document the administrative life of the University of New Brunswick during the nineteen sixties, and reflect the general movement towards democratization of university government during this period. The activities of various academic offices and services, including the Awards office, the Accommodations office, the Comptroller's office, the Registrar's office, and Graphic services, are recorded in this series, together with the day-to-day operations of the governing bodies and the departments, faculties, and schools within the institution. Arts Council minutes for 1966-1970 (case 57 files 4-5, case 58 file 1) include discussions about regulations, curriculum changes, the introduction of a credit system, plans to establish a separate fine arts department and introduce new courses such as Russian, and the construction of Tilley Hall. Efforts also were made to separate joint departments such as sociology and anthropology and economics and political science into individual departments. The Board of Deans acts in an advisory capacity to the President on issues such as student discipline and appeals relating to academic standing. 1968-1969 minutes of the Board of Deans (case 60 files 6-7) discuss efforts to develop a school of social work at UNB and a proposal to establish a program for Loyalist studies and publications. 1969 minutes focus on the Strax Affair, and include a copy of the 27 December, 1968 judgment by Mr. Justice J. Paul Berry of the Queen's Bench Division of the Supreme Court of New Brunswick with regard to the suspension of Dr. Norman Strax. Under the structural reorganization of the 1968 UNB Act, the former University Council was reconstituted as the UNB Senate, and the old Senate became the new Board of Governors. The post-1968 Senate became responsible for the academic affairs and overall general welfare of the university. Minutes of Senate meetings from 1968-1970 document the slow and often bitter process towards democratization of the UNB governing structures, with increased faculty and student participation, and recognition that the Senate must be more accountable and open to the university community at large. 1969 minutes detail the struggle for student representation on the Senate, and the activities surrounding the Strax Affair. Reports and nineteen sixties minutes of various Senate committees, including Academic Planning and Campus Development and the Creative Arts Committee, also are included in the Senate files. Board of Governors' 1969 minutes (case 59 file 11) focus on discussion of the Strax Affair. Other documents and news articles relating to the Strax case are found in case 80 file 22. Files relating to the School of Graduate Studies document the inauguration of post-doctoral fellowships in 1967 (case 71 file 1), the creation of the new position of Associate Dean of graduate studies in the same year, and proposals to create new PhD. programs in psychology and history and to establish research institutes such as the Fire Centre. The increased status of the School of Graduate Studies and the support for academic research are reflected in the report of the special Senate committee on the proposal to establish a computer science program at UNB following the establishment of the Computing Centre in 1964, and in discussions centring on the 1968 establishment of the Muskeg Research Institute for peat analysis (case 79 files 1-2). 1966-1970 minutes of the School of Graduate Studies Executive Committee are found in case 71. The series also contains historical information relating to the establishment of the Fiddlehead magazine in 1945. In 3 June, 1966 correspondence with the Hon. Arthur A. Wishart, the Ontario Attorney-General, Dr. Bailey discusses the poetry club which he established at UNB in 1940, and the subsequent founding of the Fiddlehead magazine (case 60 file 1). Other material related to the Fiddlehead publication (case 64 file 4, case 73 file 1) includes correspondence with Kent Thompson, then editor of the magazine, Dr. Bailey's resignation from the Board of Editors in 1970, an application for a Canada Council grant, minutes of the 1968 and 1970 meetings, and an article written to commemorate the twenty-fifth anniversary of the launching of the magazine by Dr. Bailey and Donald Gammon. Following his appointment to the Chair of the History Department in 1938, Dr. Bailey worked to establish subject specialties within the Faculty of Arts. Under his guidance, the History department developed a solid background in Canadian history and colonial American history, with expansion into the fields of European and Oriental history. Dr. Bailey also was active in developing courses in anthropology in 1952. As reflected in the series' contents, Dr. Bailey taught subjects outside of the history department, including philosophy, sociology, and literature. This series consists of handwritten and typescript lecture notes and index cards compiled by Dr. Bailey on topics related to logic, sociology, anthropology, French literature, modern history, Toynbee, the sociology of history, the rise of English-Canadian nationalism and Confederation, Canadian and North American history, Oriental history, and medieval history. Included in the series are 1927 notebooks with lecture notes taken by Dr. Bailey during his undergraduate degree at the University of New Brunswick. Throughout his long and distinguished career, Dr. Bailey received numerous awards and distinctions, and this series documents some of the honours which were bestowed upon him. Included in the series material is the 1914 War Service Badge presented to Dr. Bailey by Lord Baden Powell in 1919. Certificates of honourary life memberships in the New Brunswick Historical Society (1961) and the Association of Canadian Archivists (1989), and a certificate for the Merit Award of the Atlantic Provinces Library Association (1992), awarded for distinguished contributions to the field of librarianship, are contained in this series. The series also consists of the speech presented at the 1992 Merit Award Banquet of the Atlantic Provinces Library Association 1992 Conference, and a poem written by Dr. George Stanley, former New Brunswick Lieutenant-Governor, which was read during the awarding of an honourary Doctorate of Laws degree to Dr. Bailey at the Mount Allison Convocation on 19 October, 1979. In 1978, Dr. Bailey was made an Officer of the Order of Canada in recognition of his outstanding achievements and service to Canada. The series contains a news release and newspaper articles announcing this appointment, together with correspondence consisting primarily of letters of congratulations from friends and from prominent politicians, including Joe Clark and Senator Muriel McQueen Fergusson. The series also contains a 1977 colour photograph of the fiftieth reunion of the University of New Brunswick class of 1927. Cases are arranged alphabetically by file titles.
