Background
Information:
At the end of the nineteenth century, W. Noel Sainsbury of London arranged the records that make up this micro-reproduction from material in the Colonial Office Series in the British Public Record Office, now The National Archives. The records are here reproduced in facsimile from the transcripts made by Mr. Sainsbury for the Historical Commission of the State of South Carolina.

The documents transcribed were originally found in three series, Colonial Entry Books, America and West Indies, and Board of Trade Papers, all classed under Colonial Office Records.

Colonial Entry Books represent the accumulations of the Secretary of State, the Privy Council and the various bodies that had to do with the plantations after 1660.

America and West Indies is composed of a great variety of documents relating to the colonies that, until 1768, came into the hands of the Secretary of State for the Southern Department, and of the Secretary of State for the Colonies thereafter. They contain large numbers of documents relating to the policy of the government as formulated in the despatches of the Secretary of State.

Board of Trade, in origin, did not constitute a separate department of government; it was legally only a body of advisers to the Crown. In 1696, King William III appointed eight paid commissioners to promote trade in the American plantations and elsewhere. The Lords Commissioners of Trade and Foreign Plantations were commonly known as the Board of Trade. The duties of the Board were rather the protecting and furthering of trade and commerce than the administration of the colonies.

Contents:
The Colonial Office Records have been rearranged topographically so that as far as possible everything relating to a particular colony will be found under the name of that colony.

Contents: The transcriptions made by Sainsbury omitted much statistical matter; acts and journals of the provincial council and assembly; and duplicates and drafts of British state papers. Many enclosures, such as, copies of acts, extracts from minutes, or statistical reports, were not included; but the fact that the document has been omitted is almost always noted. The records have been organised by Sainsbury chronologically, but the original reference is located on each document, including the volume and page number; for example, A & W.I. denotes America and West Indies. The material includes the following records denoting the current reference:
